Who worships trains? Do you really need to ask that with all the monetarists in Ul'dah using them for their supply chains? ;p
Well I can think of one certain Dalamud worshipping cult, that we have not heard from in a while, that may worship a Demon Ghost Train.
Also, as it was revealed in 3.0 and Alexander Story

Primals do not need worshipping but to give a Primal form they must have a strong enough Belief to give them form. Alexander is a example being that the Goblins do not worship Alexander as a God but through their strong belief for a Walking self sustaining Fortress colony they gave it form and see Alexander as a tool to farther their goals.
Worshipping is just a way to make beings provide strong belief for the Primal to give it form. A Ghost story about Doom/Phantom Train may spark a strong enough belief for it to take form assuming there is enough Aether crystals on or near that Train.
Well of course like mentioned already they just need people to believe Doomtrain is real and with enough Crystals will can happen. And what a better place than the streets of Uldah? I mean I am sure the Syndicate has a stock pile of crystals hidden within the city in a warehouse or vault. The "big bad" of the Hildibrand quest could be spreading a "ghost story" to the children of Uldah, since children are highly susceptible to believing in ghost stories it seems all to plausible.
The fight could be really cool too and be a trial that seems like a dungeon in the sense that a team of 8 goes from train car to train car fighting some monsters to make it to the engine room of the train where you fight a boss to "disable" the train so it cannot move, after a little cut scene we are taken outside the train and fight the Doomtrain proper as a Primal.
Could be cool.
Yep if there is enough people who would believe in the Ghost story of the phantom/doom train then the Doom/Phantom Train should have enough belief to obtain a Form. It is only a matter of how the Doom/Phantom Train obtains the Aether crystals required to make the form manifest it self.
The best way to describe Primals now from the new info provided in 3.0 is that Primals are basically Imaginary Friends gone bad.
They're not real and are just manifestations of a person or people's subconscious given physical from with the Aether through strong beliefs over a Legend, Personal History, or made up story .
