Because have you ever considered what non-rpers might think? There are more non-rpers than rp-ers. I dunno about other people, but it's really annoying to enter a dungeon and see macros for almost every skill, with some RP line to go with it.
Loads of non RPers include /say /party /shout spam in macros when running a duty. I'd bet that the person shouting that it was clobbering time before popping vengeance is someone who just found it funny.

I had one of those recently. It wasn't so much every skill as every buff, but it was a Dragoon. I actually enjoyed it, added more to his character.

I will concede when its on the point of spam. Had a black mage who macro'd "If I die, play wu-tang at my funeral" for flare. And boy did he like casting flare at every given chance >_>
Uhh, I have never met a roleplayer who actually did that, not one who takes it seriously anyways. The vast majority know how to seperate roleplay time from gameplay time. If they want to roleplay in a dungeon, they'll do it in premades as well. YES, some may not, but they will do that regardless of server because they prefer just annoying people lol.
The first part of this confuses me. Why should it matter what non-RPers think? Very rarely is the reverse true, so it's a tad hypocritical to say that, isn't it? You're free to ignore RPers, it's not difficult at all. I RP, but when I'm not in the mood for it, I just tune it out. I'm also going to echo other people on the whole it's actually usually not RPers macroing annoying stuff into their skills. Usually trolls looking to get a rise out of the party.

As someone who Role-plays on Mateus, I can tell you that almost never happens. Most roleplay is done in cities like Ul'dah, at the Quicksand.
