Yes, you can buy better gear from vendors with Poetics but LotA is the first content available to lower geared characters which provides a decent amount of poetics to actually buy that gear.
Of course, with ilvl 115 gear available on the MB for not too much money the gear from the content is easily surpassed. I personally do not know if the low Ishgard gear is gates behind 2.55 story.
Other gearing sources are allied seals too.

You buy it from vendors, not with poetics. Just need a handful of gil. You get enough gear from the story to get you there. The vendors are in ishgard, but you can get someone to buy it for you and trade it, or just get to ishgard. At this point getting into heavensward as soon as possible is the fastest gear progression, because there's no more progression at 50. There's nothing gated behind gear that's higher than what you can just pick up through the story. You get an i90 left side from the lvl 50 job quest, and i100 (I believe? You get some good accessories of some sort, maybe not the i100 ones) accessories from the msq. Why would you farm 0-exp content for gear that you don't need? It's all just glamour items now.Yes, you can buy better gear from vendors with Poetics but LotA is the first content available to lower geared characters which provides a decent amount of poetics to actually buy that gear.

If you just enjoy ct, then you can make an argument from that position, but the gear is worthless. There's is no need at this point for anyone to ever run them unless they just enjoy the fights. Not being able to get a ct group only prevents you from running ct, everything else is available.
When in doubt, assume sarcasm

thats what happens when devs do the lazy way of "raise max level for no reason" addon. sadly this is true for this game aswell. doubt thelly revive ct or coil. chances of clearing coil at this point at lvl 50 are basicly ZERO. people will only go back for glamor and will always go undersized party and with lvl 60s with exp rather than new players.

Sorry but this is what happens to old endgame after an expansion launch. Asking for CT to stay relevant is like asking for Coil to stay relevant. It just isn't going to happen.
The main scenario rewards 110 gear now. Poetics rain from the stupid sky and let you buy all the 120 gear you could ever want. That's more than enough to get into HW at the end of 2.55.
I predict that, much later on down the road, people will go back to the tower raids and Coil for glamour. But it's going to take a while before that happens.

The old dungeons aren't so much a problem because we have High and Low level Roulettes to do. So it's still very possible to get put into the old 2.0 Dungeons. Heck, I was put in Copperbell Mines the other day. I didn't even know it was still a thing. CT and ST are different, WoD will probably reach that point too. As someone mentioned, these items are not simply Glamour only as you only need i90 to get to Steps of Faith and then Ishgard gear can be bought/quested. If SE does want the old Raids to stay relevant, they would do well to make drops worthwhile from there. Materials, Minions, etc.

Didn't they say in a live letter somewhere that they're working on updating these so they could ne done with like 12 people?

The gear isn't Dated until atleast level 53 when the level 53 dungeon drops i120 gear that may or may not be balanced as well as the WoD sets.
You can buy better stuff off vendors in Ishgard.
If they don't have HW a fc mate or friend can. Or get it off market board.

The main scenario quests also provide i110 gear now too which is more than enough to get through the story. The gear grind is all but eliminated by that.
