I really have no idea what to think about "The Empire" considering we haven't met an average Garlemald citizen yet. All we are seeing is the pointy side of their military forces. Cid turned out to be a nice guy as well as Biggs and Wedge. Their government is in total collapse though, which shows gross incompetence in the upper echelons. They are very underwhelming compared to the Empire of FFVI, which was able to rip the power from the gods themselves with their magitek. My simple answer is that almost all the garleans outside of a few rebels I've met have been terrible human beings, so I generally don't like them.
Ascians feel like Organization XIII mixed with FFXI Zilart.

I believe that the OP is miffed that a lot of people don't agree with Alphinaud being unlikable, so now they're trying to play up some strawman fallacies and insane troll logic by asking others why they don't like the enemy factions.
I dislike the ascians because they are boring, cliche bad guys. They sow chaos because that is what the do. They are bad because they are bad. Its like having the devil as the bad guy. Boring. Lame. Cliche. Evil for evils sake is just....ugh. The only redeeming quality is the aspect of balance with light. The stronger the light the more shadows it casts etc. Its more a statement of the nature of humanity. There will always be darkness and you can\\'t truly extinguish it because it lies within all people. Ffxi dawn vs twilight gods all over again, man is the child of both blah blah. Its old and been told since Adam and eve.
I like the garleans. They say FU to all the godlike powers of the world and take their fate into their own hands. No blessing of light, no manipulation by the dark power ascians. With their own hands they are forging a path, not depending on some superpower to support and save them. They are the only thing in this game that isnt a pawn of someone else save their own ambition. Respect. They aren't nice. They to horrible things, but I gotta respect their gumption and independence.

Their inclination to commit genocide for one...and the razing of doma, the entire meteor project, Ultima weapon...the list goes on.
honestly the only person i like from garlemad that didn't defect was Gaius, and he's dead. I liked his ideals, and he did a pretty good job with Ala mhigo. Turning the native populace against their leadership and then taking the city with nary a casualty is something to admire.
i don't like however, how he was going to take eorzea. I frankly don't like the idea of garlemad taking Eorzea at all, but not for Eorzea's sake no. Garlemad would have a massive insurrection on their hands if they tried to take the city states. not to mention the beast tribes that would keep summoning primals and possible brush wars with dravania...the outlook doesn't look to be too good for the garleans. Nael had the right of it honestly.
The Empire are blinded by their own arrogance and hubris--power above all else. Whereas the Ascians are moustache-twirling villains--evil for the sake of being evil. Neither enemy really has any depth. That said, the political/ religious conflict with the Bishop, Dragons and most of the Heavensward additions certainly show some actual complexity as far as villains, anti-heroes and writing go.
If they were a selectable pvp character you had to level with I think I would pvp more come on <Gun Blades> >.>
I'm still half expecting the Ascians to be working FOR Alphinaud. I swear that little shit is trying to get me killed. "Ok time to decide who does what... Shad you take the 8 dragons on the left, I'll go talk to this guy over here about... Stuff, yeh that's right, off you go."
