Okay then. that's what I'll do. I'll tell you a story. Can you hear them? All these people who lived in terror of you and your judgement. All these people who's ancestors devoted themselves to you, sacrificed themselves to you. Can you hear them singing?
By calculating where it would've been in its rotation had it not fallen. It's fairly common for star maps to let you see where constellations will be in relation to each other on future dates.
While it might be an oversight, without spoiling much the character in question is stated to be something of an undisciplined fool at the conclusion of the AST intro quests. While I seriously doubt he didn't know or forgot about Dalamud falling, as stated above it could have had it's course charted out based on it's movements.
Considering the flavor of AST, that's probably the case. The character himself probably didn't really know what he was talking about, but AST seems to place a pretty big emphasis on fate (much as DRK has placed a big emphasis on sacrifice as far as I've gotten), so you "chanced" upon the waylaid Sharlayans with his help.

Inteersting thought about him basically being an idiot but when I read that I thought he was referring to the constellation that is named after Dalamud - not that I know for sure but i just assumed

Pharm31 has the right of it.While Sharlayan astrology has been around for a long time, the fall of Dalamud is a fairly recent event, and astrologians are still undecided as how to treat the phenomenon. Because of this, the location of the body (had it still been there) is still used in readings, with some Sharlayan school astrologians spinning it that the "absence" of the moon is now the driving force in predicting an individual's fate. The fact that Jannequinard has very few ties with the astrologians in Sharlayan leaves him somewhat in the dark as to how others in his field are conducting new types of post-Meteor readings.

And if you look closely at the astroglobes, Dalamud can still be seen spinning around it while casting.
Someone didn't read their very first cutscene. Leveva explicitly says that they use the absence of Dalamud in their readings.

Though a further question:How much, if any, is the true nature of Dalamud going in to this debate? While the specifics of Coil are unknown, it's obviously common knowledge, at least among the learned, that Dalamud was not a normal heavenly body at all but rather a man-made moon. Has this thrown things into chaos in general? I have to imagine astrologians to date hadn't even considered the possibility that an object in the heavens might be "artificial", and thus somehow possibly un-authentic.
