After four straight days of playing and pumping through EA HW....#ControllerClaw

Sure looks like Spike to me. And the guy who runs past them is a bit hard to make out but looks to be Gene Starwind from Outlaw Star. My guess is that the whole gif was tricked up in Photoshop or somesuch.

Answer: Trigun/Vash, Cowboy Beebop/Spike, Outlaw Star/Gene.

If I recall it's part of Toonami or Adult Swim (cartoon Network) filler used in-between breaks or segments to highlight the lineup. I think it was 2003 or 2004 when they made the short for an ad. I was surprised that I found a gif of that scene since it had the main characters from the three gun slinging shows they were running at the time. And yes I'm seeing a whole lot more Mach in DF than Bard after the early access began.
