    Not really.

Current Mor Dhona fates, without armory bonus, give ~13k exp. HW fates currently give ~15-18k exp and take 5 times as long (except some special ones, like Tarrasque, which give nearly 50k exp and don't take too long). The only thing ridiculous is that, at current exp rates, it's more efficient (maybe equally if you have kill exp bonuses running to buff the higher per kill exp) to do pre-50 fates than HW fates to level 50-60. If they gave 60k per with armory bonus, as you suggest, they'd still end up taking only slightly more fates to level in HW than it did in ARR.

It's also ridiculous that 49 to 50 is 560k. That's 43 fates to level 49 to 50 without armory bonuses. A lot, but, you know, doable. A single level in HW ranges in the millions requiring over 100 fates to gather the necessary experience. Combine this with the fact that AV's exp total is a couple hundred thousand exp (not in a position to run it right now and check, but I know with armory bonus I've never had to run it twice to level from 47 to 48, and 48-49 was nearly done in a single run as well, while 49-50 might take 3). Meanwhile, up to 55 HW dungeons have capped out at about 200-300k, as far as I can tell.

Basically it takes twice as long to get any levels, and your most efficient method of leveling is likely doing pre 50 fates with pre 50 dungeons being only slightly less efficient than post 50 dungeons, if less efficient at all.

And THAT'S ridiculous. If they want people leveling to 60 in Ishgard they need to tune up the experience at least a little or there's not really any reason to do so.
