Adding HQ materials to it increased the chance of "Excellent Construction", which the next phase will have 1 set of materials added to each type of materials needed.
Those materials also seem to be HQ but I couldn't check before it went sent out to be completed.

Based on my own observations HQ materials had no noticable difference. I tested this with one phase of nearly all NQ items vs one phase of 100% HQ items. First phase ended at 66, second phase at 60.

The effect of excellent construction seems to be inconclusive. When I procced an Excellent Construction it added 2/3 of the materials required, rather then only 1/3
