Not everyone. The gates are open to everyone who helped defend against the Dravonians in the last battle of 2.55. That includes the Warrior of Light and all the other adventurers who helped, of which there could have been thousands (but only 7 others present at Steps of Faith.)

If you haven't finished 2.55 you're not part of that group.

Okay I understand the lore now. But then again this leaves me another concern: What reason should I buy Heavensward right now if I haven't finished MSQ yet? If nothing... then I'll just bite it and move on then.

Or I finish MSQ first, which leads me to buying Heavensward a few months after its release. Yes, I can speed through it over the weekend. No, I don't want to speed through it over the weekend and I have other stuff to do.
