I'll make you a challenge: try to form a learning party on PF.
No, really, go there, open up a recruitment, say on the comment you're a learning party and turn on the newcomers welcome" flag, for anything that's not T9 or T13.
Tell me when you're back after giving up on the vain hope of filling the party.

I'll even throw in another chance of proving me wrong: go into your server's PF and tell me how many learning parties are there. Then come back in a couple of hours, then for a couple of days. Tell me how many learning parties you saw ever being made there.

There were 3 different t10 learning parties up simultaneously about 2 hours ago on Hyperion, plus 2 farm parties, one t12 learning party, one t11 learning party, and a farm party for each of t11 and 12 as well, all missing 1-3 members right before the one I was in filled and we went in. Now yes, I do more often see farm parties than learning/clear parties, but it is by no means rare for a learning party to go up in PF and fill. Sure depending on what roles are missing from the initial posting that it may take 20-30min to fill up, but it still fills. Sorry if your server isn't like that.

I'm on Behemoth and I make learning parties from the occasion, sometimes it takes a while, sometimes, its quickly, just depends on the duty. Create one on peak time and you should be fine I guess...

Or maybe sometimes people want to farm a raid for quick repeated clear for specific loot and don't want people trying to get carried in them who will do nothing but slow down everybody else or even cause them to not clear, but I guess its better to throw a fit about the evil elitists who don't want to teach you an entire fight as if you were entitled to their time when they're repeating t10 for the 500th time for a piece of loot. The obsession of people in this forum with the eternal shadowy phantom of the Mean Scary Elitists is beyond absurd.

I like helping out players learn fights and getting them clears... in learning/progression/clear parties. Shouldn't have to teach one of the fight's most basic mechanic in a party that was set up to get multiple clears for loot. It's mostly frustrating waiting (sometimes over an hour) to get a party filled up hoping to farm something only to see it fall apart after a few pulls because at least one person that isn't familiar enough with the fight to clear it constantly snaked in and causing people to ragequit. Also probably why the soldiery bonus message is so shunned by some people even though some player with no clears yet could probably farm it anyway. I don't mind derps though, shit happens. o:

At least there's possibly a reason :P I remember way back in 2.0 getting kicked out of titan hm parties just because I was a drg and my friend getting kicked out of them because she was a war.... >.>;

The no solidery thing is stupid. It is not a good indicator of whether someone is good or not. Especially with the case of alts. I have cleared through t13 on my main but then I wanna farm loot on my alt who hasn't gotten first kill yet I can't because of the bonus message. So I gotta waste my time in no kill groups all over again even though I'm 100% on the fight. And I've seen lots of people without their first kill of a fight do a heckuva lot better than so called farm pros. For anyone reading give more people a chance and get over yourselves.
