Seems that crafting specialists are available at lvl.55. You can only be a specialist in 3 of your DoH (changeable if you regret it, though!), and the specialists will gain unique actions. That said, you can still reach lvl60 on all of your DoHs, regardless if you're not a specialist!

May want to narrow your reasoning down to something that can be responded to. I'm taking a wild guess and thinking you may be made at the Specialist system? Not sure why this is such a critically breaking issue.
