They are on a JP server. JP servers have been pretty free of RMT crap. I noted one interesting thing from the OP, they say that their English speaking friends have confirmed the same thing happening to them. It seems to me that the RMT scum are widening out their attempts to get customers, but are still focusing on western players since Japanese players apparently have enough sense not to buy gil.
I agree. Short of browsing in text only with image, popup, pop under, java and script blocking literally blocking everything except plain text, you cannot fully prevent issues, and even then....

My suspicion is that the /tell filters are better for Japanese than they are for English and the GM enforcement is better. I have no doubt that Japanese players still buy gil...

They're using shouts now too. I've seen a few in the past couple weeks. Today though I was in Gridania, got 6 in a row all from the same name, try to black list, gone before I could. Ended up in Ul Dah later, same thing.
I noticed a re-appearance of shouts too. They went away for a while on Siren. The period of aggressive enforcement must have ended. I'm sure the GMs will watch for a while and ban, it'll quiet down for a month and then be right back to it's annoying level.

If anyone here has not done so yet, I would strongly encourage signing the petition that the players have set up, relating to RMT: http://forum.square-enix.com/ffxiv/t...RMT-situation.
Maybe we can make our voice heard in numbers.
