    It can become more effective than it is currently.

    The % might be the same, but that does not mean it will not mitigate more damage.
    Since it is not 20% less damage taken, it is 20% more of a stat.

    20% of 100 = 20 (~1% damage reduction)
    20% of 1000 = 200 (~10% damage reduction)

    *keep in mind the above is just an example and that Menae's explanation of damage reduction cooldowns being multiplicative still applies.
    This is all assuming they change nothing to the def formula in 3.0.
    But even if we double in Def and foresight might get a little edge over rampart for example, it wouldn't necessarily mean foresight is op.

    For sure, foresight kinda meh right now, potential to become a decent mitigation effect. Never will be OP.

    And yeah the physical damage only, limits its effectiveness, but then again a lot of attacks that appear to be magic damage are indeed physical.
    Still this is the major shortcoming of this ability.
