Actually I found it most frustrating than anything since the majority of time i still drawed a deck that felt in the <40card rules.
That's kinda arguing something slightly different though. More or less that's like saying Chaos is hard because you don't get the right card when you need it.

These are the boundaries of the rule, you will get good hands or you will get bad hands but one thing is for sure, is the AI is easily baited and each NPC has weak points to exploit, so if you have the beastman deck and a few decent 1 star cards with high sides like chocobo, moogle, amaljaa, and maybe one 3*+ card you are more likely to get these cards on average as you add more cards into your deck.

Getting more cards in general benefits you against the random people and yes you can get more 2 stars in your hand as well after you unlock it. Even getting a hand where you have a 3star or higher and a 2 star is already a huge boost to what you can do against these NPCs.

Between the easy baiting and exploiting weaknesses on NPC cards and having a good amount of 2* cards you can easily beat these NPCs. Even if you get a full deck of 1 stars you can beat them usually because you can simply exploit the AI they use. One of the biggest advantages you have as a player yes even in chaos matches, is that you know every card they essentially have so you can already plan ahead both in strategy (aka placement) and in cards to use in a deck (for chaos).
