It represents the amount of traffic to the servers I believe, so its how many people on the world at that time.
But I think the 2 biggest servers are Besaid and Mysidia, could be wrong though
I thought it was currently playing so the idea was that you pick your server at a time you usually would play and you can see how many people are online then. So if you are looking for a server with a lot of NA players you see how many Chocobo's there are at NA primetime. If it is a largely JP server it will have more Chocobo's at JP primetime and less during the rest of the day.

Figaro is a very large server, but this is also due to an exceptionally strong Japanese population.
Rabanastre was big. Now, im having a hard time seeing almost anyone, one white dot on the map between the camps etc. ,oght be because im in Limsa and NOT in Uldah though. Why is everyone in Uldah? is it really that much to do there?
Ul'dah, as it's culture implies, is a centre of trade and commerce. Players seems to have taken this principle in its stride and congregated in this city due to its good layout, facilities, central location and available services.

Lindblum if your looking for a mostly English speaking server. Lot's of people playing, some even in La Noscea.
Thinking about changing to Besaid though for that epic roleplaying feeling.
Sure isn't Melmond only ever see a few lonely souls aside from my small group.
