There's no such thing as well designed RNG. It's called random for a reason.

To be honest, the whole relic quest is full of really terrible design choices. Think about how it starts. We get a weapon, we meld it, we kill enemies, we fight primals and unique bosses. We get Thavnarian Mists from tomes...

...and then it all falls apart to RNG. Atma's can take hours to find even with the new 'enhanced' drop rates, Fates for Animus books can take hours just to show up, Dying to the last boss forces you to redo the dungeons. Then you need 75 alexandrite. Then light farming, which is arguably the most frustratingly lengthy part of the whole quest. And that's before this new latest step and it's RNG drop rates.

Honestly, I don't know why people keep defending it. A bad mechanic is a bad mechanic. It's what developers do when they either don't have the time or the inclination to add something with more meat to it. They have so many better means at their disposal, as proven with countless other quests and items. Apparently some lessons are never learned no matter how many mistakes are made.
