Yes. Example, when you go to Upper LaNoscea and click on the WP entrance, you have the option to level sync or not. When using the DF and you roll WP, it automatically syncs you. That way, you can blow through it for your friends 3rd class hes leveling for quick gear, but you also can run the challenging version when you group with ppl who have not run it to not ruin the experience.

hop into some AK and WP, because they're pretty much the only ones you meet ilvl for
welp, your entire df party out gears you by like 50 levels
you have the least HP, even less than the blm

You already can't steamroll old content in this game like you can in other MMOs ("classic" ones at least--are there any modern MMOs that don't sync player power somehow? I know GW2 isn't one of them.)
So how exactly is this idea news?
Some content is already extremely steamroll-y. This change was necessary to keep it from reaching extreme levels.
Like others have said, it should've been in place from the start. That's the only reason there's complaining right now over it. However, that requires the foresight that layers and layers of new content with better gear was going to introduce power creep, which is not something all developers have from the get-go.
Flattening content with no effort isn't engaging gameplay--apparently the devs agree.
Why would I care about item level sync? At iLVL 110, you're already crazy overgeared for most any pre-2.4 content.
To your "points":
1. Doesnt like the poor duty finder wait times.
- What does this have to do with item level sync? You want to solo dungeons or something? That's all I can think of here. You also say you want player level sync to be abolished. Uhhh. What? Level/item level synced, old content is still incredibly easy, way less difficult than going in at minimum level required. I don't know what would be fun about one-shotting everything in every dungeon, but rest assured you're not the majority on this one.
2. Doesnt like coil having echo and getting nerfed.
- Isn't this an excellent example of WHY people would want item level sync? To preserve challenge? How is this a reason to abolish it? MAKES NO SENSE. As an aside, I wish they'd had a (Normal) and a (Hard) version of every Coil, rather than nerfing it once it wasn't relevant so people could struggle through it.
3. Doesnt like long boring grinds for minimal effort and negligible rewards
- One shotting everything in every dungeon would be even more boring than fighting it to begin with. Seriously.
4. Doesnt like being able to over gear and blow through content thats supposed to be hard.
- Again, doesn't this seem like a reason to have item level sync?
5. Does like doing speed runs
- Clearly not everyone does, and clearly SE HATES speed runs, hence every dungeon having anti-speed run mechanics. This really only applies to level 50+ dungeons, because it's not really possible to do this stuff in lower level dungeons. Please see, once again, that one-shotting everything ever is so ridiculously boring as to defy belief.
6. Does like over gearing and blowing through irrelevant content to get relics or help friends.
- Maybe some people do, I imagine a lot don't, and you can still "over gear" for everything ever. Pre-50 dungeons are significantly easier once you are over the level cap for it, and everything that has item level sync you can still outgear by a quite a great deal. So I'm not really sure what you're even arguing, other than "hey guys wouldn't it be super sweet if you could be item level 9,000 and level 99 unrestricted in every dungeon and kill stuff in one shot with your auto-attack!?!?!" Well... no. Thanks.
Ya, actually the only reason I gear up is to see how fast I can kill mandragoras. You are complaining that incredibly easy content isn't easy enough. Dumbest thing I have read all day. Might as well remove level sync as well by that logic. Bring on the power leveling.
The problem I have as a i120 blm on high level roulette is that I have to hold back a lot when I get tanks and healers with a mix of AF and ilvl 90 AF2 (there are a lot of new players around!), and the 110 sync doesn't help at all. I now found myself making an aditional gear set with lower gear around i100 and even so I MUST still hold back a lot. No Quelling Strikes will help, I sometimes even don't mantain my astral stance on purpose just to not do so much damage, but in the end things have to be killed and this is no good. So I might even make yet another gear set i90...
What would be ideal, instead of the automatic ilevel sync of i110, make it so we can sync to a player directly (yes, the godsent from FF11). Because really, one thing is the overkill when people are geared i130, another thing that comes with the huge list of high level roulette is the dificulty of the dungeons, and players able to clear easily on AF Wanderer's Palace but having trouble in Sastasha HM to even stay alive.
If we could decide ourselves who to sync on, it will ease the full bags of the armory chest that gets crouded with diferent gear sets for the same job, the runs will be a lot smoother, and new players will actually enjoy clearing a dungeon instead of fighting and get stressed over aggro.

Hey don't pretend to speak for everyone.
1. No one likes to wait, but what is the solution?
2. I like coil having echo and getting nerfed after all the hardcore people have already done it. What's the harm in it? Anyway, in the next expansion they are changing this anyway.
3. If you don't like long boring grinds with minimal rewards don't do them.
4,5,6. Your last three points contradict one another. If you don't like blowing through content that is supposed to be hard then you should be in favor of ilevel caps, period. Where is the challenge in speed running if really you are just over gearing the instance? If people with high ilevel are allowed to farm content like it's nothing that makes it harder for new players to join the game and catch up.
