Everything related to story, dungeons and quests that were released from 2.0 onwards you will get to experience it fully. The only difference is that the difficulty of the fights have been lowered and they're farmable except for the current.
This is misleading. Many people still do T1-T10 (especially for soldiery tome bonuses with a new player) so saying they'll miss out on Coil is unlikely.
If the numbers should start to significantly drop off and leave Newer folks stranded, I'm sure SE will just give it extra rewards/bonuses to do it again, much like they've done with Duty Roulette High and Low Levels.

T4+5 and all of SCOB are still done regularly.
