Oh shoot! I just noticed they are tradable like that. It even says you can buy more than one bracelet to give away. Unless they like, cap it to two purchases per character?

Not only that, but the standard package includes a free chance to have your wedding bumped from your wanted time slot.

It doesn't get bumped. It's just that reservations start two hours earlier for Platinum, and one hour earlier for Gold. But you have to be up at 1/2/3am PST on Friday respectively to take advantage of that priority. (If you end up having to reschedule, you can't get a shot until 4am.)
To the topic in general... if someone is buying a boatload of these bracelets to manually sell to people in-game for this one-time event... it seems like a rather cumbersome and limited way to make gil (since people aren't going to be bonding and re-bonding all the time -- can you even do it more than once on a given character?). But, on the other hand, if they didn't make it tradeable, it would have forced both people in the bond to pay individually, so this is probably the lesser of the two evils.

This is almost the exact definition of pay to win.
You can now pay items with real money, and sell them in-game for gil. Every other item on the store has been untradeable negating the possible p2w aspects. The only thing is now there's 1 step between directly paying for gil from SE.

Well... you can get two bracelets. One for yourself, one for your partner. You need to be able to trade the second one to your partner somehow. Maybe direct trading is not the best idea, but it is the simplest. Also this is not pay to win. lol. Being married doesn't make you able to clear coil better/faster or whatever.
