XIV: P2P or F2P? XI never has Cash Shop, why XIV has?

You can still get items outside of cash shop if you do the seasonal events while they happen (2013 halloween for the ghost costumes)

There's also 2 minions currently (if my memory serves me right) and the Sleipnir mount. For now....
