Both scenarios set a bad precedent.
However, there WILL be free wedding stuff. You just have to pay for the expanded stuff. It's actually how marriage is handled in Japan: If you want to get married on paper, it doesn't cost more than the rings and some processing fees at the local city office to add one another to each other's family register (they're BIG on those in japan). If you want an actual wedding, you pay for it.
I actually think this is a rather unique idea. "Marriage" is supposed to be a commitment. What better way to show a commitment than to spend real money on it?
