I'm in Japan, but my characters are on NA date center servers (Aether & Primal Data centers) and yet I also am having the mass 90k issues. So I kind of don't believe this stuff about AT&T and whatnot.
Again, no issues with my internet connection when connecting to the JP datacenters.
Stop spreading this misinformation, our internet service providers have LESS THAN NOTHING to do with this problem.
shiva EU can't logon. were in dungen end of snowcloak then random freezes and lag, people dc , now finally dc and i get loby server error for 10m.

Duh. Because those are US companies. That site is tracking packet loss for US. And as of right now, there is no dedicated EU server. EU uses US.
I disagree. As a large corporation such as SE has resources, contacts and professional staff at their disposal who understand these issues and can work towards its resolution. This is not beyond SE to fix. Stop spouting useless misinformation.
So how do you explain my being in Japan using a Japanese ISP, and yet my characters are on NA servers and they are still affected by the 90k errors?

I'm in the US, my ISP is in the US, I ONLY have issues when connection to the NA/EU databases, not any other server in the game nor any other part of the internet. Stop spreading misinformation. It is NOT (NOT) an issue with the ISPs.
