Well it is debatable wether she summoned Shiva at all. I would say she somehow merged with her. Also, are we sure she can temper? She isn't an actual primal after all.The moment she summoned Shiva she was in the wrong. Shiva hurts the realm and can temper to steal the will of people. While Iceheart may have had a point the ends do not justify the means. Even in the story as it was we were just helping Ishgard to get their support against Garlamand and they only seemed to be offering support to Ishgard to that end. It wasn't even enthusiastic support. However, the moment we heard the name Shiva and discovered she was to be a primal there was a very different attitude from the Scions. Suddenly, we had to take care of business. Iceheart crossed a line she shouldn't have and the Scions had to step in.
Even Minifilia is surprised that crystals and willpower is all that seems to be required to create a primal comparing it to Good King Moogle Mog. She even says as such. She didn't postulate that Shiva may not have been a summon. They never doubted that for a second and these are the people in the realm that are experts on the topic. So as far as we know based on the way the characters treat the events of 2.4 we can deduce that she is indeed a primal since they seem very content with that result. As such she has all the abilities of a primal such as tempering even though we just didn't see her use it. Honestly, we never gave her a chance to use it since we took her down the moment she was summoned(born?).

As for her merging with Shiva that does seem to be possible since this was a unique summoning in the story. It's also possible that she was acting in a similar way to the artifact the Ascians keep giving to the beast tribes. They use these artifacts it to summon their primals in addition to massive amounts of crystals. Judging by her using Haedalyn's quote it's entirely possible Iceheart has echo and was able to summon shiva due to having echo thus acting like a medium in place of the artifact. This follows along with the existing story where Minifilia is trying to figure out what the echo is exactly and the quote is one of those "so the plot thickens" kind of moments. I'm very interested in seeing where this plot thread goes.

When this happened it made me think of the ridiculously early (considering where we are now) announcement that FCs could eventually capture the actual primals and summon them at full strength. I figure the way Iceheart is able to summon/ become Shiva, likely due to the echo, is a decent explanatory thread to lead to players summoning/ transforming into primals. C'mon Minfilia & co. The primal Shiva (Less of a primal and more in line with King Moggle Mog as a psuedo hystorical/mythological figure) could be said to at least be in-part sympathetic to Iceheart's goals though, whether or not this has any bearing on the summoning attempt or not is unknown I suppose but is something to consider.
