Because absolutely every new content in the game needs to be progression for cutting edge hardcore raiders ... Oh wait.
Am I missing something here? An upgrade? A typo? Did we not learn our lesson with Ramuh EX, who was already dead on arrival content after the first week? Who in the world is going to bother with this crap when you can just unweather a UAT weapon by going to Syrcus Tower? Do we just hate the idea of Extreme Primals as relevant midrange content or something?
I mean, really...no one is going to bother with this. There are far easier ways to put an i110 in your pocket than farm raid-tier content for random drops.
I also did Moggle Mog EX for the choker... back when 2.2 first came out. It was an i100 upgrade without the expense of soldiery tomes. Similar to how the Shiva bracelets will be like for 2.4. ^_^

The shiva weapons will also let you skip farming the tomestones, sand and 1300 solidery per weapon for 120 weapons. Most people don't have a 120 for all their jobs and this will be a upgrade for all their alt jobs.

People who don't raid already have easy access to everything except Coil, I guess asking for two things for raiders to do instead of just one was too much to ask for, you're right.
Naturally, you ignore that these weapons are useful for those who are gearing alt jobs while raiding and getting Coil loot for their main job.
Its also useful as an alternative weapon to those with plain bad luck on Coil weapons or the Mirror.
Look at it from all angles.

They're i110 though, Gerolt/Soldiery weapons are already so plentiful and easy to get at this point in the game's lifespan. They'll be even easier to get once the soldiery caps come off.
Er...yes, actually. About one notch below that tends to be what EX Primals are tuned at. Shiva EX will, or is intended to be, at least as hard as Ramuh EX, a fight that all but requires a (snickers) static (snickers) with voice chat.
Get it? Static? Guys...?

video games are bad

Side note (not about the items, but about Shiva herself): I really, really hope the Shiva fight is more fun than Ramuh. Ramuh's battle is, by far, the most boring primal fight in the game.

not sure if its ever been said yet, but imo the Primal weapons, all of them, are meant to be more of a vanity thing like "i beat this so and so primal look at me" type of thing. not necessarily an upgrade. you could argue the original 3 were upgrades back then .but yea

Are the weapons rare drops or guaranteed?
