All Saints' Wake: Will we be able to do the quests from last year?

I'm sure we will be able to purchase last year's rewards, but I didn't get to finish the quests. Didn't they keep some of the previous years' quests for seasonal events sometimes in XI?

Short answer: no.

Seasonal event quests change every year, so even though the items gained in previous years may be offered for purchase by special vendors for those who missed out the first time, the earlier seasonal events which originally provided those items never return, meaning you miss out on any achievements/quest titles unlocked by them also. It's unfortunate, but that's how it's always been, even in FFXI.

Also if you started an earlier seasonal event quest and failed to complete it before the event ended, you're out of luck in that regard too, as they will remain uncompletable - SE even specifically warns about this on the page for every seasonal event when it's listed on the Lodestone.

You buy last years stuff from the Calamity Salvager, it is under Seasonal Gear I.

Yeah, you could last year, but unfortunately they are moving all the old stuff this year to the new cash shop. You can buy it, on the 28th, for irl monies. I don't really mind, I just wish I had known before.

Right, you have to have earned it last year.
If you never completed it last year, you would only be able to get it from the up coming Cash Stop. Nothing like micro transactions to gouge additional money out of people.
