I've shouted for melds before and I always tip (no less than 5k).
If you took the time to get to level 50 and you're kind enough to help a total stranger, why would I NOT give you a tip?

I don't request tips for melds, to be fair we just click on one button. Not that complicated... but it is really appreciated. Those 2.000 gils can be used to buy mats that I used for items that sell for thousands...
When it comes to craft, with FC/FL fellows I don't request payment. Mats provided or not (unless they ask for demimateria items/3stars). Though I do ask for something in exchange, mats they can crafts, shards/cristals they don't use, skins they drop from monsters, that sort of thing. The less time I spend gathering/farming, the better.
Otherwise, if someone comes to me while I'm crafting, the price will vary on how they request. A simple "Hello / can you / please" helps a lot.

Yep. it's all about how people approach you. When I see players shouting for melds for Relict, I would never take anything for it because it is one click to do. Same for a single craft request when they have the mats.
I also do not take anything from friends and FC, sometimes not even the mats if they are not hard to get (Myth items, unspoiled nodes etc.)
But I have also gotten requests from people I don't know who asked for a certain DOH and then asked me to craft 5 complete sets for them, not having any items. Or people asking to quickly craft 100 HQ pieces of something so they can do quick levelups with leves. Or people wanting Relict quests inserts without having the Materia and carbonized matter thinking a DOH will have plenty of everything anyways. Sometimes people underestimate the time it takes to HQ a batch of items and over estimate the storage space on the retainers.

I don't do a lot of crafting for strangers...just not that many requests for it and I sell mats/ gear on the market boards so they can pay my prices there.
For FC mates, unless the mats are exepensive, or I don't have them, I don't typically charge. (tho I do have my favorites.) Otherwise, I will request mats/ crystals etc.

If a stranger asks me to craft something and says he'll provide the mats, I tell him no thanks. After being burned so many times, I won't craft for people who provide the mats anymore. My bad experiences included the time someone asked me to make him a set of three star jewelry for a fee, and he'd "provide the mats" for all the items. I went, okay, you want five 3* crafts? That's not so bad, here's the price, but I'll need all HQ mats. He said okay, fair, and gave me all raw/base materials. I went from thinking I needed to do 5x 3* crafts to needing to do 20x 3* crafts, all needing HQ, including some pretty hard ones (for me at the time). Took me an hour and a half, and it was not fun, and the fee wasn't even that great (certainly not enough to compensate me for the time spent...).
For strangers, if they ask for something that I feel like making for them and have the time for it, I give them a price that's a little under the MB price. If a stranger is looking for melds and I'm not doing anything time-sensitive, I usually respond, and never ask for a tip (but accept whatever they want to give). I've gotten anywhere from 0 to 20,000 gil for melding someone's relic.
For FC members (who I don't dislike) or friends, I'll make anything 1* or less for free or for mats, anything 2* for the expensive mats (or compensation for them), and anything 3* for the expensive mats if it's okay for me to NQ it (I never guarantee HQ on free/discount items). If it's someone I like, I often don't ask for anything in return, but take whatever they give me without complaint. For more expensive crafts, I always state that I'll take payment in the form of shards/crystals/clusters instead of mats/gil, something most people have lying around. When I accept mats, I tell people I vastly prefer NQ mats (for 2* and under items) for inventory stacking purposes. However, I won't drop what I'm doing to craft (unless it's my wife who's asking!), I'll do it when I'm done with whatever it was I was doing.
Moral of the story: For me, if someone (who isn't my wife!) expects me to drop everything and help them out, I won't help them out. If someone thinks my time is less valuable if they buy the materials from the MB and hand them to me than if I do it, I won't craft for them. Anyone with any sense of entitlement over my time is immediately added to my "will not craft for" list.

I never charge my FC mates, whether they provide the mats or not. Unless they're really expensive requests. I often power level crafts for friends, by making the items they need for leves. But I generally don't craft for anyone outside my fc/friendlist. Not because I don't want to, but nobody else asks!
The way me and my friend deal with requests are
-Provides mats for crafts if they are expensive, or if I dont have a stack of the stuff like natron etc
-Shards are kinda expected
- if its a big order like recently I crafted 400 HQ potions for 2 BLMs so they both paid 200k to cover costs and as a good will gesture they offered more but I said that was fine.
So it depends on the relationship you have with the person, but generally cover the mat costs ill do it for free, melds are free, large quantities need discussion.
Pre raid I will craft food for those who need it for free, providing I have the stuff.

talking about Crafting request...
I recently got the Levin Orb from Ramuh HM, that can be used to craft the Barding...
while I have a lv 50 LTW, I don't meet the requirements to craft it myself, so I shouted around Mor Dhona/created a pf asking if someone could craft it for me...
i specifically wrote that I have all the materials required (even the Saurian Leather AND the clusters).
now, i can understand wanting a little tip for crafting it...
but I got answered something like "I'll do it for 100k"
why would you even ask people to get paid so much for a craft that don't even requires you to make it HQ, and you spend like 1 minutes max doing only careful syntesis II ? ._.
Did you see my badge? I'm a professional!
Melds I'll do for free from anyone that wants... Crafts... if I have the mats in plenty of supply I'll do it free(i.e. stack or more), if not I'll ask for mats or cost of mats. When asking someone else to craft for me I generally offer mats and shards/crystals/clusters. I always say no hurry for it... and for ways of a tip I will generally add extra crystals or extra items(i.e. I have some extra raw rubies(even hq ones) I'll add them all) - usually items that are used in the craft itself - or if they want can go gather some stuff from any of the high level nodes.

Because if they bought the materials from the MB, which you probably did, it would have taken them also about a minute. They could then mark it up by 100k and sell it on the MB. Why would you even ask people to take a big hit to their profit margin just because you did what they could have easily? If you don't like their price, either haggle or find someone else. No one is forcing you to use the services of the first person to respond. Attitudes like yours are why I now refuse to craft for people (non-FC/friends) who say they'll provide the materials.
Also, the requirements to craft three star items are very high and cost millions in Materia melds. Gotta make that money back somehow...
