I think putting them in wards creates far more problems than it fixes, especially the exact same wards. If they HAD to put them in wards, they should have at least specified some as private only and others as FC only.

Privately instanced houses allow for much more flexibility, better optimisation, future proofing and the ability to archive house+contents data to a backup (after a period of inactivity) somewhere that it is still retrievable (without having to completely negate the work the player has put into it, they may have to petition for its return and wait a week to get it back but that's better than losing it completely if they don't visit it for 35 days).

I can't help thinking that all of these things were put forward during development but then some baby (in a high chair at the dark far end of the meeting table) took out its dummy and said in an old style quiet gangster voice "But wards." and the decision was made.
