Should rare gear from 1.0 be available to everyone?

I'd rather they brought it back, tho maybe in 1-time events rather than handed straight to us.

I remember them going back on their word regarding the lightning fate stuff, which will be available again soon to anyone who missed out, so why not this?

edit: reasoning behind wanting it available again is that I cant be bothered to pick up my 1.0 char on a server none of my friends could join when 2 released. I now have a new char with only ARR items
