I'm confused about the part in bold, does that mean there are only missions available when you're at the recruitment level or there only the initial recruitment missions?

It seems that the rank Recruitment is achieved when you hit Rank 22+, so is a mid range contents and high range content will be available on 1.19 and beyond~
