Let people who normally can't get the best gear feel like they have a chance.

If you "normally" can't get the best gear then you don't deserve it. And your logic never works, because the raiders will still flock to this content as they can get MUCH more oils/sands than they could in a 1 week lock out with 1 oil being rolled on by 8 players.

By the time of 2.1, you could farm myth all day to gear out and be just as good as anyone who run the first binding coil

And this was implicitly admitted as a design flaw seeing as Soldiery is 100 and H.Allagan is 110. And before, the only way to get i110 Soldiery was Coil
