This statement would only be true under the following condition:
All of the development on this game came to an immediate stop, right this minute.
Please remember that newer/better/higher tiered/shinier loot-filled content WILL come out.
Not being able to fully BiS all jobs before new content comes out is a GOOD thing, IMO. It allows for more variety in the community, to have most players be especially geared for 1 or 2 jobs. While still being able to be ilvl 90+ on all of their other jobs doing by SPAMMING first coils, and just buying 1 or 2 soldiery items. Which should be an adequate ilvl for everything in the game except T9. (T9 included depending on your party)
I think we need a wider platform for endgame aside from just coil and/or the current Casual top tier. We need a system to be able to play what we want but still make some progress.

Uh, no? The first Coil was the same way, It's only like it is now since Second is out. Once the third coil gets released, second coil will get the same treatment first did.

I actually wish for this too. With the current paradigm, you could go weeks/months without even getting anything. I love going multiple weeks with no caster drops! One would think the point is to farm previous Turns to prepare yourself for the next Turn, but how can you even do that when you're not even getting anything? The reality is to get gear at a good pace, you should be smashing down all 4 Turns just right off the bat, like BG does. For everyone else, it just kind of sucks.It would be so perfect if they changed the coil lockout to loot lockout like in CT, only one loot per person per turn each week. Then there would be no segregation within an fc. There will be no coil group 1 or coil group 2 but everyone could play with anyone at anytime. With the way coil lockouts are right now, if you've beaten turn 9 and are on farm each week, you just log in on Tuesday and spend like 1-2 hours to do t6-t9 and then you're done for week. You can't do those turns again even if you wanted to.
I realize SE is afraid people will run out of things to do, but honestly it would be better to "run out of things to do" and thus move on to gearing alt jobs, than to have the stuff to do take so crazy long that you begin to question why you're even playing this stupid game. Progress is better than not progress.
I don't know why you all argue with each other like whoever wins this debate is going to get their way. Like game design is the result of partisan debates, and not the will of a game designer with a vision.
If it is loot lockout, I will have 8 HA pieces of T6-8 within 2 months
(assume majority of SCOB raiders did not clear T9 yet), which I think it is too fast for major content.
Said from myself who only getting 2 pieces so far, yeah I am not happy with that but I have to deal with it.
IMO if you cleared the turn, you can't roll anything eventhough you were not getting any loot from first clear of the week.
But still allowed to join whichever turn you cleared on that week.
How about a compromise. 2 options provided by checkboxes when you register your party:
1) Progress - with lockout, no way back once a floor is cleared but everything is lootable
2) Mentor/Explore - no lockout, can go back and forth but 1 loot per week only like in CT
This way the holy Loot is protected but you can still help your mates, play around, practice, kill time or whatever.
