I love the idea, but yeah, this wasn't implemented well. Honestly, I don't see why every location requires a very specific time of day as well as weather, especially when the clues will hint at one or the other, rarely both, and sometimes at neither. Just as an example: how the hell was I supposed to know to go to Seasong Grotto at dawn for the third location? The story is very specific about everything else: the spot is in a cave, it's raining, and the previous visitor paid his respects to the dead. That tells me location, weather, and heavily hints at which gesture to use, but it never once tells me the time. Turned out it was dawn because... search me, they never mentioned time of day.
This also applies to the first and second locations. The second story tells of a drunkard who got into a bad situation with some pirates, and found himself hanging by his ankles come morning. So I know that he was on a pirate ship, it was morning, and he was facing Limsa which was to the east. I assume that the weather should be either clear or fair since he was awakened by the rising sun, but heck if I know which one works until the weather actually is either of them. Even then, it could also be during the nighttime as well, since the story mentions how he came upon this ship during the "dead of night", at which point I have a time but no clue as to the weather. If it was a 50/50 chance at day or night, then it'd be interesting to see which worked, but as it is there are just too many variables to justify which one works best.
The first story does this as well: the merchant sees three warships below him with red sails under the blue sky. I know what to look for, that I'll be at a high vantage point, and that it's daytime with clear skies. But it's not actually clear skies, it's "fair" weather that I'm looking for, as I heard from a few others who were waiting in the same spot. But knowing that still doesn't solve the issue that this only works at a specific time of the day; does 'daytime' mean from sunrise to sunset? Or does it mean between morning and evening? I guess it's the latter, but that doesn't change the fact that both types of weather and both interpretations of 'daytime' can apply, but only one works.
I really think it was a good idea for them to add this, and I love puzzling through each story to figure out the clues, but the actual requirements to succeed in this are just far too specific. I honestly hope that they change this a bit come 2.3, because this really could be so much fun...
