I think the 9 limit will be lifted once they get the new system in place where you choose the character that gets it rather than having it be a service account wide thing
(Note: what follows is just my educated guess based on context. I have no insider information.)
Because right now, it was way easier (read: the only thing they could get set up quickly) for them to set up three different account-level add-ons that you can purchase, that will mail the proper quantity of one-time-use items to all of your characters. I'm guessing that it will work internally in a similar way to how the Collector's Edition digital upgrade works, where you pay and it just sets a flag on your account. As account-level flags, though, there's no way to buy them each more than once.
The shopping system for buying an arbitrary amount and choosing which character they should go to isn't built yet, and probably won't be for a little while. You can buy the 1, 3, or 5-phial packages, but if you somehow burn through all of those, you're out of luck until the real Fantasia purchase system is ready.
What you want is coming, but it's either this or nothing for a few months.

If it work like the other 2 Fantasias we got for free, it get registered to the account and then not only get 1 character it, but all characters on the account and all future characters.
Or it could be a compromise. Sell the Fantasias because people want it, but still keep in control how often a character can change the appearance.

Having a limit on a potential continuous income seems like an odd choice to make...then again I can't picture someone changing their race 9 times, but hey what do I know.

There have already been a couple of comments in this thread clarifying the questions brought up, but I’d like to give a bit more of an explanation of the system and the plans moving forward by sharing what Yoshida mentioned during Letter from the Producer LIVE XIV

Sales for the much requested phials of Fantasia will begin with the implementation of patch 2.28 as an optional service in the Mog Station. However, as I mentioned briefly during NicoNico Chokaigi 3, it will be an interim system for now. With bonus items you can receive in FFXIV: ARR, such as the Helm of Light, the system has been set up so that they are attached to your account and all of the characters you create are given the item. However, as the Fantasia service should give certain characters a phial of Fantasia, the system is still currently in-development. The advantage to this is if you have eight characters, you can purchase a phial of Fantasia and it will be delivered to all of them. Additionally, with the current system you will not be able to purchase multiple Fantasias as much as you like. Due to this, we will be offering three purchasing options: 1, 3, and 5 phials of Fantasia. We’re aiming to implement a system that will allow you to purchase multiple phials of Fantasia for each one of your characters before you run out of these. Purchasing 3 or 5 phials at once will be slightly discounted. Price-wise, as I mentioned during a previous Letter from the Producer LIVE, I’m thinking that around 1000 yen ($10) would be a good balanced price. While we are using this interim system, if you have already purchased the 3 phial set, you’ll only be able to select from 1 phial or the 5 phial set the next time you make a purchase.
Also, in regards to one other question that has risen:
Yes, even after switching over from the interim system to the official system any Fantasias you purchase with the interim system will be delivered to new characters you create afterwards.After the Fantasia system changes, if I continue to make characters will my previously purchased Fantasias still be given to my new character?
If by any chance there are changes with the official system, we will be sure to make an announcement ahead of time, but as of right now they will without a doubt be sent to your newly created characters.

Name change with Fantasia? Makes no sense for me to gender-swap but keep a male-dominant name.
No you cannot change your name with this and some people will not stop crying about it.
I play a female (once male) char with a male name and it really isn't a big deal. That name is part of who I am and been that way for many years. It would just be odd if my coil group was calling me a woman's name in voice chat.
Also, I feel reputation in an MMO is very important (especially if it's a negative one for constant trolling or ninja lotting in Greed groups or what have you) so I am personally against name changes.



if you really want to change your name so bad
1. create a character with the same name as the character you wish to change the name of on a different world
2. transfer to that world. it will force you to change the name name.
3. wait a few days and transfer back.
yes I know its a bit expensive this way but it works
