Yes, you're right, RNG is unbiased. It's unbiased in who gets handed their upgrade and who gets completely screwed over. A design choice that has some lucky few completing their weapon in under twelve ours of effort while others have invested days worth of dedicated time and haven't gotten a full set yet is not a good system. It is more than possible to design long grinds without relying on dated RNG tactics. It just requires the development team to make an effort...
