Cerberus in CT? Totally for it. Another dog can be a Primal then or be in combination with a Primal like the Summon Yojimbo.Sadly Cerberus is out of primal election as well since he has been confirmed to be one of the Boss in one of the upcoming Crystal Tower Raid.
They're following the Boss list from the Bottom to Top for their CT Boss Order in this art so Cerberus will be either in CT 2nd Raid or CT 3rd Raid.
(Scylla and Glasya Labolas are going to be the next two bosses in CT raid)
Well yojimbo was essentially just FFxs answer to Odin, with the one shot kill move. Just a different look
Well let's look at all of the Summons that are, could be, or could have been primals in the Final Fantasy universe, shall we? Separated into lists.

Atomos - Currently residing in Labyrinth of the Ancients.
Bahamut - Elder Primal, not able to be fought yet.
Behemoth - Fightable during FATE "Behold Now Behemoth" and its follow-up, "He Taketh It with His Eyes". Also appears as a mount and as a minion.
Carbuncle - Available as a Summon for Arcanists in "Topaz" and "Emerald" form. No announcement or sightings of "Ruby", "Pearl", or "Diamond" forms.

Ya with how the list is going seems most summons will end up as Normal Bosses instead of Primals.
However, we are only fighting Primals in Eorzea so looking into the Primals on the Other Continents we will have to look into the Theme of a Continent but so far we only have Eorzea and Far East culture.
Such as if we were to gain access to Far East in 1st Expansion (remember this is only a IF statement) then the Primals in Far East may follow a Chinese/Japanese style theme. So it is possible for Yojimbo to be a Primal in Far East.
Or they may end up turning Yojimbo into a normal boss and have some kind of lore about how he is a Spirit of a fallen wandering Samurai that have been trapped in a new dungeon for *bla bla bla* reason.
As for the Cerberus part ya as mentioned before SE has set Cerberus as a Boss for CT raid. From the Art list Cerberus will be the 5th Major Boss in CT Raid.

We know Ramuh is coming, we know Zodiark is coming, We know that the 12 are a thing and technically considered primals.
We'll see more (considering the number of aether fueled bullets flew out of silver tear :/)
If Zodiark is coming it's going to give me nightmares all over again from Revenant Wings...Such a difficult fight, even Bahamut didn't make it any easier. Hit and run tactics all the way.
They have stated that Midrgardsormr is not a primal but a very powerful Dragon.
Okay then. that's what I'll do. I'll tell you a story. Can you hear them? All these people who lived in terror of you and your judgement. All these people who's ancestors devoted themselves to you, sacrificed themselves to you. Can you hear them singing?
Merely looking at the Ivalician Summons in my list, if you remove Zodiark from the list, there are exactly 12 Summons. So if Zodiark were to be like the "Dark Hydaelyn", then it is feasible that the others would be kinda like "The Dark Twelve" or something. We already know that Zodiark and Belias exist. Belias is an Elder Primal, which puts it on the same level as Bahamut in power, and Zodiark itself is supposed to be as powerful as Hydaelyn.
