Patch 2.25 will focus on additions and adjustments to the Wolves' Den, as well as a new system involving materia.

I know some of our players have been looking forward to the continuation of the Zodiac Weapons quests that I mentioned in the recent letter LIVE, but the release of these new quests has been postponed. Our reasoning for this decision is, in brief:
Many players still have yet to obtain an Animus weapon.
We would like to incorporate feedback regarding the difficulty of the Zodiac Weapon quests.
We are working to increase the number of locations where materials for the next upgrade can be obtained.
I apologize for the delay, but those of you looking to obtain the power of "Novus" will be able to do so in patch 2.28, scheduled to release in May.

Where Animus upgrades focused heavily on the accumulation of Allagan tomestones of mythology, Novus upgrades will revolve around the use of sphere scrolls. We are working to ensure that the required materials can be obtained through various means, so we ask that you wait just a little longer until everything is properly balanced.

But at least we are probably sure that it doesn't involve ToS since there should be various means and the materials looked either from monster drops or treasure hunt or something.

A certain group of players complain that everyone has a relic and it is easy to obtain. They plead so it will be harder.

Going from Zenith to Animus takes much more effort that people would rather invest that time on getting a Tidal Wave or Weathered weapon.

I did my part, many of us did. I got my Animus, many of us did. So our reward is that we have to wait for others now? That's a slap to the face.

I don't mind that it ended up getting delayed nor do I mind that I have to wait. Yet when the excuse for a delay like this is because others didn't wish to partake on the same equivalent grind and we have to potential wait for them to catch up then that is unfair, unjust, and unreasonable. Since the "Novus" upgrade could have been released and the Atma/Animus grind could have just been balanced by 2.28 instead which would have been much more fair approach to the situation.

Though the overall outcome it is still pretty laughable to me.

That's like saying they should release T10 or the next primal fight now because people already beaten them.

The content is not ready, that's why they are no releasing it.

The proper set of events would be.

Second Coil of Bahamut is delayed until patch 2.25 because not enough Free Companies have completed Turn-5.
Feedback on the difficulty will be taken into consideration and ways to make Second Coil of Bahamut accessible will be looked into.
We ask that you wait just a little longer until everything is properly balanced.

Instead of what they did.

Second Coil of Bahamut is released in 2.2.
Echo buff released.
Myth and Soldiery gear now help balance out Turn 5 as well having access to better weapons through Animus and Leviathan.

If you're gonna do comparisons at least bother to do them properly.

I don't know but Extremes were released and a lot of people had issue doing Titan HM and not many FC's had turn 5 on farm and Second coil of Bahamut was released.

I know some free companies "sold" clears for others but i doubt that impacted statistics

The lack of communication on the subject makes it hard to figure out what they contradict themselves last minute.

I doubt it. I'd imagine when Yoshi states 'few people have an animus' as a reason for delaying the quest, he means fewer than expected. They already expected few to complete it so soon and given the quantity of feedback regarding the grindy nature of the entire questline and the luck requirement of the first part, I'd imagine they're rethinking how to do this (and possibly tweaking what's already there). Lots of people try to tackle coil and fail because it's difficult. Seeing lots of people start and subsequently quit or at least fail to progress with a quest that requires very little in the way of skill is probably not what they intended.
