Because your next ability won't trigger until the animation of your first ability is done and 2.5 seconds is the minimum time requirement to link two commands together. I personally have not found a way around this.

One second is the minimum with macros. Go do a rouse/spur/enkindle with 1 second waits, or swiftcast/summon macro with 1 second wait.

I don't use macro's. I only created this one for the sake of the OP. I didn't test the wait times when I had initially posted it. You're right, with instant cast's you can trigger them at 1.0 seconds. But you can also trigger some abilities that respect the cool down as low as 1.0 seconds too provided that it doesn't interfere with the animation timer.
