Ordinary people appear to be able to use the aetherite as well. While I don't recall any NPCs actually using them in-game as of yet, the head of your local adventurers guild explicitly directs you to attune yourself to the city's crystal. And the Ul'dah version of the quest even has a guard playing a practical joke on you when you do so (claiming that there's a 1,000,000 gil fee associated with attuning to it). The actions of the NPCs in question suggest that use of the aetherites for teleporting is fully understood, and not limited to a select group of people.
