Getting dreadwash stunned is much more important when the guard rails are down during the last 15% phase of the fight.
the easiest way to deal with that add is do it like dreadknights in T5, stunlock and burn it down. Only start stunning when it's below 80% health, too early and you'll end up getting resists, other melees should refrain from stunning until after the 3rd stun.

I agree with this as well, in fact I wait to do the second stun UNTIL the cast bar for dreadwash appears, and I have never had the mass hysteria effect by doing it this way and can confirm it is in fact stunnable. If you experience otherwise somebody else may be stunning and have built up the immunity, or the stun may have missed (accuracy below cap). Pushbacks/Holmgang(pull-forward?) interrupt the Dreadstorm cast. So Fluid Aura, Garuda pushback and Holmgang can actually stop it from going off.
It is a very short window after it starts casting but it definitely works.
As far as I know they are stunable. But there is also a high chance it got resisted or, the same cast bar problem we face. Aka, Titan plumes issue, the cast bar is not the same on server and client side.

What the hell are you talking about Op? "DREADWASH" can be stunned and Must be stunned. The one that is invulnerable to stun is DREADSTORM. You can skip it totally with a good stunner (Stun at 80%,then right after while dps rush him down as fast as they can, and then the tank saves the last stun for dreadwash.)
Like I already mentioned, all his skills are stunnable.
The add just happens to build a stun resistence on his own, it doesn't matter whether someone else was stunning it or not more often then not it starts resisting because you took too much time to start the stun chain while many offtanks seems to think someone else did it.
If you keep stunning it it doesn't build the resistence over time so the best way is to just stunlock it after when it hits 80% or like 5 seconds after it spawns.
When I played monk I was sometimes accused of stunning the add because I was the only other person able to do so, they shut up when I charged back to leviathan and Steel peaked it as I explained from my own experience as offtank how the mechanic worked.

And as has already been mentioned, all his skills are not stunnable. Only dreadwash is stunnable mid-cast. You cannot stun dreadstorm mid-cast. Stunlocking an add to keep it from getting the chance to get a cast off is not the same as that cast being stunnable.
well yeah you were right dreadwash is stunnable mid-cast but dreadstorm isnt
