Thavnair: City-state, or capital of Mint Lassi loving islanders?

Dear friends in the localisation team,

whilst you are off battling the Illuminati and checking the crotch of every goblin in Eorzea to identify their gender (may I suggest black pearl earrings for those darling gob ladies? You could identify the women from a distance!), I was wondering if you could explore the Near East and report on its current state?

You see, I am interested in Radz-at-Han. It is mentioned that Radz-at-Han is the capital of the Near Eastern island nation (Thavnairian Mist item description). This is conflicting to what I heard after a flagon of Mint Lassi, where I was told that Radz-at-Han is a City-state in the Near East (Mint Lassi item description).

So, which is it? A City-state, or the Capital?

Be sure to pack some aloe and plenty of mineral water! I hear it's quite hot over there!

I noticed that with Jalzahn being introduced, that he says the following:

Allow me to introduce myself. My name is Jalzahn, and I hail from the Near Eastern city-state of Radz-at-Han. I am an alchemist by trade.

So not only is it the capital of Thavnair, but it is also a city-state, I guess!

Radz-at-Han claims the entirety of Thavnair as its territory, much as Limsa Lominsa and Ul’dah claim to have dominion over the smaller settlements throughout La Noscea and Thanalan respectively. Alas, this means that the current description of Thavnairian mist is incorrect and must be revised with a future update. Hope that clarifies things!
