    No. People change their minds and decide they can't commit to the content. They should only be punished for leaving once they are actually IN the instance.

    Punishing them for withdrawing defeats the entire point of the confirmation prompt.

    Realize that this is a feature working as intended.

    People withdraw for all sorts of reasons.
    I think the penalty for leaving the actual dungeon once its begun is justified.
