I think those are the new crafting recipe items. The text implies they are forgeries, so maybe high end crafters get their hands on his elite recipes?

Those are new relics. The whole spiel about forgeries and whatnot is merely more added lore pertaining to Gerolt, might have something to do with the new quests perhaps, but that's likely about it. I am looking forward to these. I hope that the new book for Summoners looks cool, but tbh, I want to see what all the new relic weapons that haven't been shown look like.
