In 2012 (I think it was), this was offered during the summer event, so I was slightly confused as to why they didn't offer it this year.

Hopefully when they do they bring back /firedance.

I think you needed a special item for it that you used while targeting someone. Was needed for the event quests.

For firedance, it would be only have a chance to come back if we can use it to fight the bombards again instead with our weapons.

I see these people on legacy servers occasionally wearing one, and seeing as they were gotten from the moonfire faire, which, this last year gave out only swimwear, I really wanna see them be brought back sometime! Will they ever be obtainable by people who didn't play in 2012?

Rest assured, you'll get them, just like SE gave everyone every other unique piece of event gear that was from 1.0. You'll probably even get something similar to legacy chocobos and a lowered subscription fee to match legacy as well in due time.
