While the beta is using a dedicated world server, seems they are using the same instance servers as the rest of us. At least, that's my guess considering how hard it was hit on Monday after the restrictions were reset, much harder than it has been in weeks prior.
Have you read any of the changes with the Datacenters since launch? Instance servers have pre-assigned worlds. They are located in those pre-assigned worlds Datacenter (NA/EU and JP). They went even further to separate login congestion and gave the groups in each datacenter names:
Notice the groups are not mixed by physical location of the datacenters but grouped by physical location.
So again how does the PS4 beta which is located on the Japanese Datacenter effect the NA/EU Datacenter when each physical Datacenter has its own World Servers and Instance Servers.
If that's the case then why even have the language choices at the top of the Duty Finder? The instance servers don't just draw from a single region, they draw from all regions. You don't see alot of people from those other regions probably because the Duty Finder weighs you more heavily against regions that speak your language than it does others. I've been partied with people from Japan and French areas before both pre- and post Data Center restructuring so the instance servers aren't as focused as you seem to believe.Have you read any of the changes with the Datacenters since launch? The answer to your DF ? is simple. Anyone is free to create a character on any server regardless of native language. So why remove the DF feature.The following are the results of the maintenance that occurred on Sep. 3, 2013 from around 5:00 p.m. to Sep. 4, 2013 around 2:10 a.m. (PDT).

Off topic, this has bugged me for a while. It stated matching for DF by Group, yet as a Sargatanasian, I have DF'd with Balmungers who are in the other group. Methinks it's actually done by datacentre, rather than group.

Data centers have been restructured to more evenly distribute server load.
Upon first logging in after installing patch 2.1, you will be prompted to select the data center corresponding to your character’s World. The new data centers and the Worlds belonging to each are as follows:

A data center selection menu has been added to the title screen.
If you have characters on multiple Worlds, please select the appropriate data center for the character you wish to play as before logging in.
If a record of your most recent login still remains, the appropriate data center will be selected automatically.
* Players with multiple accounts will also need to return to the title screen and select the appropriate data center before logging in with a different character.

It is quite possible they shifted groups around or made them all by datacenter. I just can't find any followup for it on Lodestone or the hotfixes.
The new named groups or (virtual datacenters) were to initially fix the login server congestion, its possible they tied the instance server grouping with them as well.
