Correct, they don't fully determine the decision, just like a puppy advertising toilet paper doesn't fully influence me to buy that particularly brand, but it certainly has a heavy influence.
The fact remains that it's 2nd running in the poll, and that they added in a pet based class first based on this feedback, so it's "second-in-line" to the players choice, leaving it as our only reliable source other than the ideas the development team have put forward.
Nothing is certain, you're correct. But its a pretty good indicator that they might be adding it hence all the talk they've had about it recently and in the past and with the maelstrom update and the fact the guild is sitting ready to go.
Should they decide to choose otherwise you can come back and quote me when they announced they've added said "New Tank and or Caster Class/Job(s)!"
(Personally however a new tank job would be rather interesting new classes of any kind always rebalanced and change an MMO, I'd be extremely unlikely due to the work load but to have a double release; Example = Musketeer + [Tank Class Here], would really re-ignite a spark into the game.

It has been promised since before 1.0 and was supposed to be one of the two new classes along side Arcanist to be released first. It was actually the whole reason I got so excited for this game and I was going to play it as soon as it came out in 1.0... and as of now I am still waiting. I was really upset when they brought out Scholar, without even having mentioned it before, but I understand the need to have more than one type of healer. But come on, they left the Musketeer guild in the game so it HAS to be coming, just give it to me SE!!! >.<

At the same time this is also not true. A new tank will not necissarily help or decrease the shortage. Tanks already playing Tanks may switch to it, but there is no guarantee that any other Role will switch to the tank.I myself will never play a Tank role. Is it because I'm scared of holding the role? No. Is it because I don't want the responsibility? No. Is it because I'm too lazy to play a tank? No. I generally just dislike the premise of the Tank role. Its not a role for me. My brother on the other hand love the ideals of the tank and almost always plays one. I currently parttime between my roles. One DPS Summoner the other Healer Scholar. I do quite well on both.
Developers will work on what Fans want though. That's been said before by Yoshida. Paraphrasing: I want to make what the Fans want for the game. If there is enough demand over other demands for Musketeer, also stated to be in the works if not nearly done with some level of priority since it already exists. They'll put out what people scream the loudest for as a whole. Considering a new musketeer thread seems to pop up every week, I'd say the demand for it is fairly high up there enough to warrant adding it in.
I can see this game putting in a fencer class that splits to MSK and RDM jobs.
This game likes the combo system for such things. With MSK, successful landing of sword attacks can result in an off-hand gun shot.
With RDM successful landings of sword attacks can result in an enfeeble or group buff. Enspells on cool downs etc.
If they made MSK similar to FFXI COR both of these jobs can contribute to the DPS bottom line by supplying buffs and debuffs but at the same time keep moderate dmg to be a key contributor.
I think the problem is making sure the game content is stable to support new jobs. Everything is balanced enough right now where one job can't break content.
I'm not disagreeing with what you're saying, but you still can't take that poll as an assumption of the factual order for releases regardless of whether or not they intend to give the fans what they want. It's not even enough to go on in order to safely assume those are what will come next, unlike the musketeer's guild sign already existing in game as a strong indicator it is coming up next.
As of now plans are to make Musketeer the Gun class of the game.
Gunblade class will arrive later as a different class once we get near the Garlean Empire of near it since Gunblade Class guild is located in the Garlean Empire.
They do have plans for some future classes to following a class requirement system for some future class that will require you to reach a certain level in certain class before you can unlock those new classes in higher level areas.
For example, Fencer may require you to complete lvl 30 GLA, lvl 30 CNJ, and lvl 30 THM class quest Quest first before you can unlock Fencer class.
or Gunblade class may require you to complete the lvl 30 GLA and lvl 30 Musketeer Class quest before you can unlock the Gunblade class located in the Garlean Empire.
They did quite well setting up the design of Musketeer back in 1.0 and the leader of the Maelstrom is a musketeer herself.
On topic:
I just wish they would release some kind of info about musketeer since we have been waiting for a while. All this hush hush is killing me after all this time waiting for information about a class they promised long ago.

I'm REALLY hoping that 2.2 delivers a new class (Privateer/Corsair) that branches into the 2 jobs of Muskateer and Thief.

PS - Yoshi at SOME POINT(I'm not willing to go find the source) said that he would want to introduce new classes alongside a level cap increase, and that he was thinking it would happen before an expansion drops. I am thinking we get to see RDM/MSK/THF in 2.4
I agree with the notion, its going to be based on demand. What comes up and what comes out later will be based on what the players want since the Developers want what the players want. MSK uses guns. Unless you planning on the THFs to use guns, I don't see this happening. I also think MSK is the class, not the job.
