tl;dr: Officially, he's not allowed to say parsers are okay. He can only caution players to be discreet and responsible with them. Essentially, don't try to use your parsing numbers to harass other players. If someone reports you AND you have a parser running, you're likely going to see a ban or suspension.

I'm a little surprised this topic isn't being discussed further.

I believe almost all (if not all) online games use similar legal introductions that follow the "you agree that we may cancel your service for any reason, or no reason" protocol. That said, SE seems to almost always provide reasons and warnings first.

It seems they only take action if you talk about parsers in public chat-- and even then they probably only do something if you were reported by someone.

Hopefully an official parser (from SE) will be released in the future. We've seen from PvP that they already have an automated way to measure our damage and healing in an encounter, so I would think that letting us have the same "encounter parse" for PvE would not be too difficult to implement.
