I agree 100% and would also add that we should be able to change the size and location of the enemy castbar. I play on a laptop and cannot read the ability/spell that the target is casting. It is very frustrating.

I agree that it should be separated, also separated debuffs window to be relocated for visibility.
As far as transparency, I actually prefer how EverQuest handled it, but I almost never see any other games do it this way. Each window has 2 transparency settings. A primary transparency for when the window is "active" (highlighted for example) and a fade transparency. You set the fade time and what transparency it fades to.
