FF11 escaped this for a while with merit burn parties that didnt need a tank
Spamming FATEs is still the best way to level if there's a big enough group, at least in the upper levels. FATE parties in , Costa Del Sol,Northen Than, Coerthas are always hopping from what I can see. As leveling DRG though, I don't think I've ever had a queue time that was more than 30 minutes though. o.O Particularly the roulette times always go very fast. Not sure what insane numbers you've been seeing.
And any '20-25 minute' queue timer could easily translate into 5+ FATEs for your respective level. Or Battle leves, etc. A queue timer doesn't have to be a 'sit in town' timer.
I get the feeling it's different on each server, and varies with each dungeon - and the time of day. On Ragnarok, my queue times are rarely more than ten minutes as a Bard/Pug - unless I'm queuing for a non-story non-tome dungeon, like Cutter's Cry.
The dungeon EXP increase was a huge bonus. People should be running dungeons in FFXIV; they're much more entertaining (and rewarding) than FATEs.
You can do a lot of things while waiting for the duty finder, like turning in a quest that has a unskippable cutscene and therefore make you miss the dungeon. Happened to me while doing the Limsa valentine quest. Few seconds after entering cutscene i heard the sound of the duty finder and missed it because the cutscene was too long....
The unreasonably long queues are NOT the norm for dps in other major mmo titles --- not this long: 49 minutes for CT/Bard. Is that 'reasonable' -- too much other competition for entertainment out there. Really. And yes, prime time NA/east coast.
Whether the op's guess is the exact reason for it, or if its a multitude of problems not being paid heed to; what does it matter. Play time in this game is pay time. When I'm queuing my damage dealer I am queuing my damage dealer - if I wanted to be crafting or leveling my choc - oh wait can't do that actually while waiting, but you get the point. Queue times are completely wild now.

You get 6 leves a day, use those in between your queues, leves are generally the new FATE since their exp has been doubled, and while you're at it, you might as well do FATEs that happen to pop up nearby. The changes to FATEs are fine imo, especially since, you can get gold easier now that it takes a lot longer to finish it (at least from my experience). There are lots and lots of ways to level up your alt. Be it leves, dungeons, FATE and the most unpopular one, chain leveling, doing only one is quite slow, but mixing and matching it up will make things go more smoothly. (especially if you buy the food exp buffs 3% can go a long way)
I like how people are suggesting that OP run a dungeon as a tank to *level up his last DPS class.* Reading comprehension is beyond some people, I guess. . .
I kinda like the option of grinding in a dungeon too.
BUT it's copperbell over and over again until you only see brown and worst of all the entire MMO aspect of this game seems now completely like an afterthought to a co-op game.
The dungeon(S!) are well designed yes but over emphasis on them has left the world itself completely barren of players. Why even work towards a mount when 99% of this end-game is sitting in town waiting in DF que?

This was a pretty bad change. I now get to level once per day (if that) on any new character I'm making. I took my LNC from 1-34 in a few days of FATE grinding for blood for blood. Now, I'm going to have to wait 6 or so days to get the 6 or so levels I need to eventually get there.
Know what battle leve quests provide? Nothing. Know what silent dungeon runs provide with other people from other servers that you will never see again? Nothing.
Know what FATEs provided? Minor social interaction while getting to know the people on your server. I can't emphasize this enough.
After leveling an alt character, it's pretty painful to see how leveling works now.
As for those recommending leveling tanks: that's exactly what I'm doing. I level my MRD on my main and my LNC on my alt. My PLD is already 50. It also doesn't solve the issue that the OP brought up: he seeks to level a DPS job. Have a problem with his desire to level a DPS job? Too bad: it really isn't your call.
As for duty roulette: all I get is Tamtara, Copperbell, and Sastasha. Nothing else. Pretty severe when I do it on two characters and receive the same results.
I like the dungeon EXP increase. Everyone wanted that, to make it more useful, and the biggest point we made was that SE made Fate Grinding too good to actually run dungeons.
But I don't think anyone had suggested nerfing ****ing fates. We just wanted there to be more than one way to level, aside from mind numbing ourselves pressing 1-2 buttons for AoE and hoping for gold. -.-; Well, I suppose it's a case of 'beware what you ask for', but really, why can't the two exist mutually together? I just... don't get why they felt the need to make the FATE's harder / slower.
This is a really bad fix, and I know it was probably to try and prolong the life of level 1-50 due to the way Low Level Roulette works, but it was a bad decision to handle it that way in my opinion.
