I think not. Fame was one of the things that truly made me feel like I was being rewarded for my efforts to help people. In XIV there are basically no reward or conclusion whatsoever to completing quests, not even plot nor cutscenes.
I didn't grind repeatable quests in XI ever though. There was enough non repeatable to get highest level fame in every town without grinding. I still like the fact that there is the option to grind fame for those who feel like some of the quests are too hard.
Still I do feel a bit bad about people complaining that the fame in XI is all about grinding as that's entirely the player's own choice to grind the same quests. Also this argument is often used as a weapon to argue against a fame system in XIV which is sort of missing the point entirely.
Personally I'd be fine with completely unrepeatable quests in XIV (including the leves; it would be fun to work towards completing them all) but as XIV is trying to be casual (which it most certainly is not) the option to grind as opposed to using skill is about as casual as they come. Now all we need is some cows to click for thousands of times...
