They probably just changed IDs of the actions on the database instead of just adding them after the existing ones.
Ours changed, as well. Luckily one changed into Reduced Teleportation Rates so we were still able to get some use out of it - but the rest were the crappy ones.

We have confirmed an issue wherein company actions that were purchased before the release of patch 2.1 were changed to different actions after the version update. Upon investigating the matter, we found that this was an unexpected side effect from changes made to the internal IDs of company actions.
After discussing on how to address this issue, we determined that players would be negatively impacted if we simply rolled back these internal IDs. Therefore, during the next maintenance operation, we will be reimbursing 17,500 company credits, the highest amount lost due to this issue, to all free companies that are rank 5 or above as of the start of that maintenance.
We will make another announcement when this reimbursement is completed.
We deeply apologize for the inconvenience caused by this issue and thank you for your patience.

No, it's a bug. My FC only buys Heat of battle...I log on and it says I purchase the Food buff one (whatever it is called) ...now I'm a sane person, not in my normal state of mind would I ever consider buyign those actions....yet it says I did. And replaced all of them with weird ones I never touch...perception +5%...etc...wtf?
